Should I start with treble or bass clef?
Treble, because you will see it far more often at first. Add the bass clef once the treble feels automatic.
When should I turn the note names off?
As soon as you can manage without them, even if it slows you down at first. That is the moment you start genuinely reading.

Reading is what lets you learn new pieces from the page rather than copying somebody. The practice room scores your reading separately so you can watch it improve.
